Cherenkov radiation is the electromagnetic radiation emitted when a charged particle moves through a dielectric medium at a speed greater than the phase velocity of light in that medium. It is related to the speed of light because it can only occur when something is moving faster than the speed of light. Anything that moves faster than the speed of light would emit Cherenkov radiation.
